Contractor Performance Assessment Reporting System (CPARS)
The U.S. Federal government’s Contractor Performance Assessment Reporting System (CPARS) is a tool for federal agencies to evaluate and track government contractor performance. CPARS documents contractor performance, including work quality and contract compliance, using a consistent, objective scale of 1 – 5 across different contracts and agencies. The ratings system is as follows:
- 5 – Exceptional: The highest rating
- 4 – Very good: A high rating
- 3 – Satisfactory: The contractor had minor problems, or major problems they recovered from
- 2 – Marginal: The contractor had a significant event they had trouble overcoming
- 1 – Unsatisfactory: The contractor’s performance did not meet most contractual requirements
